When Harm and Mac board the destroyer to investigate the cause of the fire, a young sailor who smoked in a restricted area is implicated. But when further evidence is revealed, Harm discovers that the seaman may be willing to risk his career in order to protect someone he considers to be a hero. Meanwhile, Admiral Chegwidden takes up the cause of a World War II veteran who is excluded from a presidential function because he was recently charged with shoplifting.
Harm defends a man who allegedly caused a dangerous fire aboard an aircraft carrier. When a Medal of Honor winner is excluded from a national ceremony, Admiral Chegwidden takes things into his own hands.
Adm. Chegwidden (John M. Jackson) agrees to help the White House with an event honoring Medal of Honor recipients, but only if he can investigate the case of a vet who was dropped from the list because of a shoplifting arrest. Meanwhile, Mac and Harm look into a fire aboard a destroyer. Lt. Roberts: Patrick Labyorteaux. Harm: David James Elliott.
