Harm is forced to defend a General who is being charged with reckless endangerment and failing to follow protocol during a routine exercise to test tactics and technologies on the battlefield. Harm is skeptical that the case can be won because his charge, Major General West, seems to have a personal agenda against the project's commanding officer.
