After the heroic act of a petty officer is shown on the news, a woman contacts JAG and tells them she recognizes him as a man who was reported dead in the collapse of the World Trade Center. Meanwhile, Lt. Lindsey's negative report to the Secretary of the Navy regarding JAG threatens to ruin Admiral Chegwidden's career as well as the careers of those under his command.

A hero is investigated for misconduct after it's revealed that he misrepresented himself when he joined the Navy.
In Uzbekistan, Petty Officer Wilson (Bruce Ramsay) is caught on film saving lives during an attack. When the footage runs on TV, a woman (Holly Fields) recognizes him as her husband's former business partner, Matthew Devine, who she thought died with her spouse in the World Trade Center on Sept. 11. While Turner gets to the truth about the deception, Harm helps the widow, who doesn't understand why Devine won't tell her the details of that tragic day. Meanwhile, Adm. Chegwidden (John M. Jackson) considers retirement when Sheffield confronts him with a negative report on JAG performance.
