Episode Title: "Navy NCIS: The Beginning"
Original Air Date: 10/21/2003
This episode of JAG is a combination / re-edit of "Ice Queen" and "Meltdown", which together served as a pilot for the new series Navy NCIS. During the first season of NCIS, the production team was a little pressed for time, so they came up with the brilliant, but confusing, idea of airing the original JAG episodes, in a specially edited version. Let me quote the Bellisarious Productions insider Kip from a few different messages on the NCIS-CBS yahoogroup:
Is there a reason next week we didn't see previews...pre empted for some reason....baseball? election? awards show? <yawn to all there if so> I want my NCIS.
Sorry, We just couldn't make the shows fast enough. So rather than take a pre-empt, we recut the two pilot JAG episodes into a one hour.
Just curious and I know a silly question - what is it going to be called?
It will technically be called JAG, although it will not have a JAG main title. It wil simply say JAG and the episode title will be "NAVY NCIS"

so will this count as a JAG episode, towards their ep count/credits, or an NCIS episode toward NCIS' count/credits?
It should be counted as a JAG re-run out of time period.

Who's responsible for the new version - did DPB say where to cut, or was it done by the editing department?
DPB cut it as a 1-hour pilot presentation last Spring. It's what CBS saw that made them decide to pick up the show. It was also shown by CBS to advertisers at the up-fronts in New York.

Just curious and I know a silly question - what is it going to be called?
It will have a straight printed title which says: JAG Under that will be: NAVY NCIS THE BEGINNING
